  1. A new Colorado resident brings a CLP issued by another state. Can it simply be transferred to a Colorado CLP?

Correct answer: No; apply for a Colorado CLP and take the applicable knowledge tests.

Colorado Rule 7 does not allow transfer of an out-of-state CLP. The applicant must apply for a Colorado CLP and take the applicable CDL knowledge tests; this differs from transferring a valid CDL.

  2. A driver surrenders a valid out-of-state CDL to obtain a Colorado CDL and wants to retain hazardous-material authority. What testing exception does Colorado Rule 7 identify?

Correct answer: The applicant must test for the hazardous-material endorsement.

Colorado permits issuance upon surrender of a valid out-of-state CDL without additional testing except for the hazardous-material endorsement test. Other applicable licensing and security requirements still have to be met.

  3. A first Class A applicant attended a school covered by Colorado's human-trafficking training requirement. What must the applicant give the testing unit before the skills test?

Correct answer: The required affidavit affirming successful completion of that training.

Covered initial Class A applicants must affirm successful completion on the Department's affidavit provided to the testing unit before the skills test. The requirement is tied to the specified approved commercial driving schools, not a substitute for other training.

  4. Under Colorado Rule 7, an applicant who last held a CDL more than ten years ago seeks Class A or B again and has no applicable exemption. Does the old CDL alone remove the training requirement?

Correct answer: No; Colorado's stated ELDT requirement covers that lapse.

Colorado Rule 7 expressly includes applicants seeking Class A or B when more than ten years have passed since they held a CDL. This question concerns the Colorado rule, not a claim that every state's reinstatement process is identical.

  5. A Colorado CDL holder is renewing without changing class or endorsements. Is a Drug and Alcohol Clearinghouse query part of the required process?

Correct answer: Yes; the rule includes CDL renewals.

Colorado Rule 7 requires a Clearinghouse query before issuing, renewing, transferring or upgrading a CDL, and for specified CLP transactions. Keeping the same class does not remove the renewal check.

  6. An applicant passes the knowledge tests but the Clearinghouse query shows prohibited status. What does Colorado Rule 7 require for the CDL or CLP application?

Correct answer: Deny issuance while the applicant remains prohibited.

The rule requires denial when the applicant is found in prohibited status. Knowledge-test success or a medical certificate does not erase the drug-and-alcohol prohibition.

  7. A delivery stays inside Colorado, but its freight is part of transportation that began outside the state. Does staying inside Colorado alone make this intrastate commerce?

Correct answer: No; the freight's wider trip can make the operation interstate commerce.

Rule 7 includes transportation within a state as part of a movement originating or terminating outside the state in interstate commerce. A Colorado K-restricted driver must not treat a local leg of that movement as unrestricted intrastate work.

  8. A Colorado CDL has K, and a dispatcher proposes crossing the state boundary briefly to reach another Colorado town. Does returning to Colorado make that permitted by K?

Correct answer: No; the restriction prohibits operating the CMV outside Colorado.

Colorado's K restriction prohibits operating outside the state's boundaries and transporting interstate commerce. A route that leaves Colorado is not made permissible merely by ending back in Colorado.

  9. A Colorado applicant is taking a CDL skills test in an air-brake vehicle to remove L. What must the applicant have in immediate possession under Rule 7?

Correct answer: A CLP without the L restriction.

Before this air-brake skills test, Rule 7 requires a CLP without L in the applicant's immediate possession. Passing a knowledge test does not by itself change the restrictions printed on an existing credential.

    Source: Colorado 1 CCR 204-30, Rule 7 F(2)(b), Rule 7 effective April 30, 2024, physical PDF page 42; reviewed September 14, 2026. ↗

  10. A Colorado driver with E will test in a standard-transmission CMV to remove that restriction. Which permit condition applies?

Correct answer: The applicant must carry a CLP without E.

Rule 7 requires immediate possession of a CLP without E when taking the skills test in a standard-transmission vehicle. The test vehicle and permit authority must match the restriction-removal purpose.

  11. A Colorado CDL holder wants to remove O using a fifth-wheel tractor/semitrailer. May the holder use the modified skills-test option under Rule 7?

Correct answer: No; removing O requires the full CDL skills test.

Colorado Rule 7 says there is no modified skills test for O removal. The applicant must complete the full CDL skills test in a tractor/semitrailer combination with a fifth-wheel coupling and meet the permit condition.

    Source: Colorado 1 CCR 204-30, Rule 7 F(6)(a), Rule 7 effective April 30, 2024, physical PDF page 43; reviewed September 14, 2026. ↗

  12. A Colorado driver wants to remove Z, the no-full-air restriction. Which testing path does Rule 7 specify?

Correct answer: Air-brake knowledge and the full skills test in a suitable air-brake vehicle.

Rule 7 specifies the air-brake knowledge test and full skills test in a representative air-brake vehicle, with a CLP without Z. It states that a modified skills test is not an option for this restriction removal.

    Source: Colorado 1 CCR 204-30, Rule 7 F(10)(a)–(b), Rule 7 effective April 30, 2024, physical PDF page 43; reviewed September 14, 2026. ↗

  13. A Colorado CDL testing unit advertises that paying for its training guarantees issuance of a CDL. Is that claim permitted by Rule 7?

Correct answer: No; the testing unit may not guarantee CDL issuance.

Rule 7 prohibits a testing unit from guaranteeing CDL issuance or suggesting that training guarantees it. Training and testing must still satisfy the applicable requirements.

    Source: Colorado 1 CCR 204-30, Rule 7 J(2), Rule 7 effective April 30, 2024, physical PDF page 46; reviewed September 14, 2026. ↗

  14. A business offers a Colorado CDL skills test, but its testing-unit license is not current. Can it administer an authorized test under Rule 7?

Correct answer: No; the testing unit must hold a current Department-issued license.

The testing unit must receive and maintain its Department-issued license before administering CDL skills tests. A prior license or ownership of a test vehicle is not current testing authority.

    Source: Colorado 1 CCR 204-30, Rule 7 J(1), J(3), Rule 7 effective April 30, 2024, physical PDF page 46; reviewed September 14, 2026. ↗

  15. An applicant's CLP does not authorize the class of the proposed Colorado skills-test vehicle. What must the testing unit do?

Correct answer: Use a vehicle within the applicant's permit authority or require proper authority first.

Colorado Rule 7 requires the test vehicle to be within the applicant's class, endorsements and restrictions. Scheduling a test does not create authority absent from the applicant's credential.

    Source: Colorado 1 CCR 204-30, Rule 7 J(11), Rule 7 effective April 30, 2024, physical PDF page 47; reviewed September 14, 2026. ↗

  16. A Colorado school-bus operator has had a DOT medical examination, but the MVR shows no MEC information. What step does the CDE memo direct?

Correct answer: Contact the medical provider to check National Registry submission.

The CDE memo says absent MEC information on the MVR means it is not on file with DMV and directs the driver to contact the medical provider about proper National Registry input. Having an examination and having its qualification recorded are distinct.

Source: CDE April 14, 2025 memo, Colorado medical-record paragraph, physical PDF page 1; reviewed September 14, 2026. ↗
