The answer, explained
Expect a person controlling traffic ahead. Approach ready to follow the flagger's directions, including slowing or stopping when directed.
The orange sign provides advance warning so you can notice the traffic-control point in time. The warning sign itself is different from the actual STOP or SLOW paddle used to direct vehicles through the work area.
A common mistake
Stopping automatically beside the advance warning confuses the warning location with the flagger's traffic-control point.
