Review all 20 questions with answers
  1. A Group A CDL holder has no passenger endorsement and is offered a covered Group B bus-driving assignment. Does Group A alone authorize it?

Correct answer: No; the necessary passenger endorsement is still required.

Group A test qualifications can extend to Group B and C vehicles, but the driver must also hold the endorsements required for the assignment. Higher class and specialized endorsements are different requirements.

  2. A Group B driver wants Group A authority. Can the driver treat the existing B license as automatic authorization for a Group A combination?

Correct answer: No; the related Group A testing requirements must be met.

The rule requires the related tests when moving into a different group unless a listed exception applies. The A-to-B/C and B-to-C exceptions do not provide an automatic B-to-A upgrade.

Source: 383.91(c). eCFR displayed through September 18, 2026; reviewed September 22, 2026. Federal licensing basics, not a complete Arkansas application guide. ↗

  3. Which specialized test does the federal endorsement rule require for double/triple trailers?

    Correct answer: A knowledge test.

The double/triple endorsement has a specialized knowledge-test requirement. Holding the proper vehicle class does not remove it, and an endorsement is not permission to use every route with every trailer combination.

Source: 383.93(b)(1), (c)(1). eCFR displayed through September 18, 2026; reviewed September 22, 2026. Federal licensing basics, not a complete Arkansas application guide. ↗

  4. For an ordinary first passenger endorsement, which specialized testing does the endorsement rule require?

Correct answer: Both a knowledge test and a skills test.

Passenger qualification includes knowledge and demonstrated skills. This test requirement is distinct from any applicable entry-level training, license class, equipment restriction and other eligibility conditions.

  5. A driver takes the CDL skills test using an automatic transmission. What restriction must appear if the CDL is issued?

Correct answer: No operation of a manual-transmission CMV.

The equipment used for the skills test matters. Testing with an automatic requires a restriction against manual-transmission CMVs; knowledge of shifting does not itself remove that limitation.

  6. A Group A applicant tests with a power unit and trailer joined by a pintle hook. Does passing that test alone authorize a Group A fifth-wheel tractor-trailer?

Correct answer: No; the non-fifth-wheel test results in a tractor-trailer restriction.

Testing on a pintle or other non-fifth-wheel connection requires a restriction against a fifth-wheel tractor-trailer requiring Group A. This limits the authorized equipment, not the validity of all Group A privileges.

Source: 383.95(d). eCFR displayed through September 18, 2026; reviewed September 22, 2026. Federal licensing basics, not a complete Arkansas application guide. ↗

  7. A passenger-endorsement applicant takes the skills test in a bus requiring Group B. Which passenger-vehicle group remains restricted?

Correct answer: Group A passenger vehicles.

The passenger test vehicle limits the resulting passenger authority. Testing in Group B requires a restriction against Group A passenger vehicles; holding another license class does not silently remove this passenger limitation.

Source: 383.95(e). eCFR displayed through September 18, 2026; reviewed September 22, 2026. Federal licensing basics, not a complete Arkansas application guide. ↗

  8. A passenger-endorsement applicant tests in a vehicle requiring Group C. What passenger-vehicle restriction follows?

Correct answer: No operation of Group A or Group B passenger vehicles.

A Group C passenger skills test requires the restriction against both Group A and Group B passenger vehicles. The limitation concerns passenger-vehicle groups and should not be mistaken for a tank endorsement.

Source: 383.95(f). eCFR displayed through September 18, 2026; reviewed September 22, 2026. Federal licensing basics, not a complete Arkansas application guide. ↗

  9. A CLP holder with P is supervised by a qualified driver. May the trainee carry ordinary paying customers on the bus?

Correct answer: No; ordinary customers are outside the limited permitted passenger categories.

A passenger CLP does not permit ordinary passenger service. The rule allows specified people such as examiners, auditors or inspectors, other trainees and the accompanying CDL holder, not an ordinary fare-paying load.

Source: 383.25(a)(5)(i). eCFR displayed through September 18, 2026; reviewed September 22, 2026. Federal licensing basics, not a complete Arkansas application guide. ↗

  10. A school-bus CLP holder has a qualified supervisor aboard. May the trainee use the permit to take pupils on their normal school route?

Correct answer: No; pupils on a regular route are not among the allowed training passengers.

The school-bus CLP allows only the specified training, inspection and supervision passengers. Having a supervisor does not expand that list to the children normally transported on a school route.

Source: 383.25(a)(5)(ii). eCFR displayed through September 18, 2026; reviewed September 22, 2026. Federal licensing basics, not a complete Arkansas application guide. ↗

  11. An N-endorsed CLP holder is offered an empty tank that previously held hazardous material but has not been purged of residue. May it be used under that permit?

Correct answer: No; the unpurged hazardous-material residue disqualifies that tank for this permit operation.

The tank CLP permits an empty tank only and specifically excludes a previously hazardous-material tank that has not been purged of residue. Empty and free of hazardous residue are not interchangeable conditions.

Source: 383.25(a)(5)(iii). eCFR displayed through September 18, 2026; reviewed September 22, 2026. Federal licensing basics, not a complete Arkansas application guide. ↗

  12. A supervised CLP holder is asked to transport material covered by the CDL hazardous-material definition. Does the supervisor make this lawful under the CLP?

Correct answer: No; the CLP holder may not transport that hazardous material.

The permit rule expressly prohibits this hazardous-material transport. A supervisor's qualifications do not grant an H endorsement to the learner or override the permit's cargo limitation.

Source: 383.25(a)(5)(iv), (a)(6). eCFR displayed through September 18, 2026; reviewed September 22, 2026. Federal licensing basics, not a complete Arkansas application guide. ↗

  13. A commercial driver wants to keep valid driver licenses from two states, using one for personal trips and the other for work. Is that allowed under the federal one-license rule?

Correct answer: No. A person operating a CMV may not hold more than one driver license.

Personal versus commercial use does not create an exception to the one-driver-license rule. A CLP carried with its required underlying driver license is a separate permit arrangement, not permission to retain two states' driver licenses.

  14. A learner's document shows X in the CLP restriction field. What does that restriction mean?

Correct answer: The learner must not carry cargo in a CMV tank vehicle.

On a CLP, restriction X limits the learner to an empty tank vehicle. It is not the combined tank/hazmat endorsement X used on a CDL. The separate prohibition on unpurged hazardous-material tanks still applies.

  15. A new applicant obtains a CLP in 2026 and seeks a first Class A CDL. No federal ELDT exception applies. Which preparation must be completed before the CDL skills test?

Correct answer: The required entry-level training from a TPR-listed provider.

An ordinary first Class A applicant must complete the applicable entry-level training before skills testing. Passing our practice questions is useful study, not a substitute for that registered training.

  16. A driver holds a Class B CDL and seeks a Class A upgrade in 2026. No ELDT exception applies. Does the existing B license by itself remove the training requirement for the upgrade?

Correct answer: No. The covered Class A upgrade requires applicable ELDT.

An existing Class B credential does not by itself exempt a covered Class A upgrade from entry-level training. The required upgrade training precedes its skills test; licensing tests and training are separate obligations.

Source: 380.609(a); timing in 380.605, definition of entry-level driver training (2). eCFR displayed through September 17, 2026; reviewed September 22, 2026. Federal licensing basics, not a complete Arkansas application guide. ↗

  17. A covered Class A trainee finishes the first required ELDT portion, then plans to finish the remaining theory, range and public-road portions more than a year later. What federal timing requirement is being overlooked?

Correct answer: All required portions must be completed within one year after finishing the first portion.

For covered training other than H, the theory and behind-the-wheel portions must be completed within one year of completing the first portion. This training rule is distinct from the CLP's own validity and renewal limits.

Source: 380.603(c)(3). eCFR displayed through September 18, 2026; reviewed September 22, 2026. Federal licensing basics, not a complete Arkansas application guide. ↗

  18. During a public-road training lesson, a trainee watches from a passenger seat while the instructor controls the truck. Does that observation time count as the trainee's federal behind-the-wheel public-road training?

Correct answer: No. That training requires the trainee to have actual control of the power unit.

Observation can be educational, but it is excluded from the defined behind-the-wheel public-road training time. The trainee must actually control the vehicle during that part of instruction.

  19. After a trainee completes a TPR-listed provider's training, what is the provider's federal deadline for electronically transmitting the training certification through the registry?

Correct answer: By midnight of the second business day after completion.

The provider must send the certification electronically by the second-business-day deadline. This is the provider's reporting duty, not a promise that a test appointment or license will be issued within two days.

Source: 380.717, introductory paragraph. eCFR displayed through September 18, 2026; reviewed September 22, 2026. Federal licensing basics, not a complete Arkansas application guide. ↗

  20. For an ordinary domiciled CDL application subject to the Social Security number requirement, must the driver's SSN also be printed on the CDL?

Correct answer: No. It is required for the application and CDLIS record, not for display on the CDL.

The rule separates collection for the application and driver record from display on the credential. Providing the required SSN does not mean it should appear on the license card. This question concerns the ordinary domiciled application, not special non-domiciled documentation rules.
