Review all 28 questions with answers
  1. On an ordinary two-wheel motorcycle, may you use a narrow gap between two rows of stopped cars to advance through traffic in Hawaii?

Correct answer: No; ordinary riders may not operate between lanes or adjacent rows of vehicles.

HRS §291C-153(c) prohibits ordinary motorcycle operation between lanes or adjacent lines or rows of vehicles. A stationary queue does not create an exception. The manual also warns of doors and unexpected vehicle movement.

Source: Hawaii Revised Statutes §291C-153(c), (e): operation between lanes or adjacent lines or rows of vehicles; official-duty police exception excluded by the ordinary-rider stem. Current official statute checked September 29, 2026. Safety rationale: May 2017 Motorcycle Operator Manual, Lane Sharing, printed page 18, physical PDF page 24. ↗

  2. Which Hawaii license category covers ordinary two-wheel motorcycles and motor scooters?

    Correct answer: Class 2.

Hawaii places ordinary motorcycles and motor scooters in category/Class 2. A Class 3 car license alone does not establish that motorcycle qualification; autocycles have separate classification rules.

Source: HRS §286-102(a), (b)(1)-(4): vehicle categories; ordinary two-wheel scope. Current official authority checked September 29, 2026. ↗

  3. A first-time applicant is beginning Hawaii's Class 2 permit process now. When must the approved basic rider course be completed?

Correct answer: Before the motorcycle instruction permit can be issued.

Current law requires successful completion of a Hawaii DOT-approved basic motorcycle rider course before permit issuance. This question concerns a new application, not an application protected by an older transition rule.

Source: HRS §286-110(b), as amended by signed Act 066 (2025), §2, physical PDF pages 2-3; current HDOT motorcycle guidance updated September 1, 2026. Current official authority checked September 29, 2026. ↗

  4. A rider completes the approved basic course and receives its completion certificate. What should the rider understand about obtaining a Class 2 instruction permit?

Correct answer: The required DMV knowledge and vision examinations still apply.

Training completion is a prerequisite, not a substitute for permit issuance. HDOT still lists the motorcycle knowledge and eye examinations; a separate general knowledge exam depends on existing Class 3 qualification.

Source: HDOT Motorcycles, Motor Scooters and Mopeds General Information, In-State Process steps 1-5; updated September 1, 2026. HRS §286-110(b)-(d). Current official authority checked September 29, 2026. ↗

  5. An applicant has completed the required rider course and meets the other qualifications. What is the minimum age to apply for a Hawaii instruction permit?

Correct answer: 15 years and 6 months.

HRS §286-110(a) sets the instruction-permit application age at 15 years and 6 months. Reaching that age alone does not waive the course, examination or other eligibility requirements.

Source: HRS §286-110(a)-(c); signed Act 066 (2025), §2, physical PDF pages 2-3. Current official authority checked September 29, 2026. ↗

  6. When no shorter course-related or authorized-stay expiration applies, how long is a Hawaii motorcycle instruction permit issued for?

    Correct answer: One year.

The general permit period is one year. The statute provides shorter periods for specified circumstances, so the date on the issued permit still controls.

Source: HRS §286-110(d), including paragraphs (1)-(2); signed Act 066 (2025), §2, physical PDF pages 3-4. Current official authority checked September 29, 2026. ↗

  7. You hold a valid Class 2 instruction permit and plan a permitted daytime ride on public roads. Where must the permit be?

Correct answer: In your immediate possession.

The permit authorizes its holder to drive under its restrictions while the permit is in the holder's immediate possession. Being recorded as a permit holder does not replace carrying it.

Source: HRS §286-110(d): permit in the applicant's immediate possession. Current official authority checked September 29, 2026. ↗

  8. A Class 2 permit holder wants an experienced licensed rider to sit on the passenger seat during practice. Is this allowed?

Correct answer: No; the motorcycle instruction permit does not allow passengers.

A Hawaii motorcycle instruction permit holder may not carry any passenger. An experienced companion does not create an exception to the motorcycle permit's passenger restriction.

Source: HRS §286-110(f); signed Act 066 (2025), §2, physical PDF page 5. Current official authority checked September 29, 2026. ↗

  9. An adult has a valid Class 2 instruction permit and a motorcycle with excellent lighting. May that person practice after dark?

Correct answer: No; motorcycle permit holders may not operate during hours of darkness.

The darkness restriction applies to the motorcycle instruction permit, not only to teenage learners. Good lighting or a following companion does not remove it.

Source: HRS §286-110(f); signed Act 066 (2025), §2, physical PDF page 5. Current official authority checked September 29, 2026. ↗

  10. A Hawaii Class 2 permit holder wants to remain eligible to renew the permit. What test-related step must occur before the permit expires?

Correct answer: Take the motorcycle license skills test at least once.

The category 1/2 renewal rule requires a license-test attempt before expiration. Honolulu's current motorcycle instructions identify this as the skills-test requirement; do not assume unused practice time guarantees renewal.

Source: HRS §286-110(g); signed Act 066 (2025), physical PDF pages 5-6. Current Honolulu Motorcycle Instruction Permit Restrictions, skills-test attempt before expiration. Current official authority checked September 29, 2026. ↗

  11. A motorcycle permit expires without its holder attempting the required skills test even once. What waiting period applies before another Class 2 permit application?

    Correct answer: Three months.

Failure to take the required test before the category 2 permit expires triggers a three-month wait before applying for another permit of that category. This is not permission to ride during the gap.

Source: HRS §286-110(g); signed Act 066 (2025), physical PDF page 6; current Honolulu Motorcycle Instruction Permit Restrictions. Current official authority checked September 29, 2026. ↗

  12. A 17-year-old in Honolulu is preparing for the motorcycle skills test. Which minimum permit-practice period does the county's current guidance require?

Correct answer: At least 180 days.

Honolulu expressly corrects the old motorcycle manual's 90-day statement to 180 days. The minor must also satisfy the applicable education requirements; this item is scoped to the county's current instructions.

Source: Driver's Education Certificate Requirements: explicit 180-day correction and Honolulu enforcement, with manual correction notice dated March 21, 2022. Current official authority checked September 29, 2026. ↗

  13. Under Honolulu's current instructions, what education evidence must a 17-year-old motorcycle applicant earn for the skills-test stage?

Correct answer: Both the Driver Education Student Completion Certificate and the Behind-the-Wheel Student Completion Certificate.

Honolulu requires both completion certificates for the minor's motorcycle licensing process, as well as the stated permit-practice period. A receipt or informal practice statement is not equivalent.

Source: Driver's Education Certificate Requirements: applicants under 18, student completion and behind-the-wheel certificates. Current official authority checked September 29, 2026. ↗

  14. A Honolulu applicant presents the motorcycle skills-test Certification for Waiver issued by the Hawaii Motorcycle Safety Education Program. Which examination may this certificate waive?

Correct answer: The motorcycle riding skills test.

The county describes a waiver of the motorcycle skills test. It does not say that this certificate automatically waives all examinations or replaces the permit application process.

Source: Driver Performance Test: Certification for Waiver issued by the Hawaii Motorcycle Safety Education Program. Current official authority checked September 29, 2026. ↗

  15. For a Honolulu off-street motorcycle skills test, which set of current vehicle documents is required?

Correct answer: Registration, safety-inspection certificate and liability-insurance identification card.

Honolulu requires a safe operating motorcycle and the listed current registration, inspection and insurance documents. This is a county-scoped road-test preparation item, not a statewide appointment or fee rule.

Source: Driver Performance Test: current registration, safety inspection certificate and liability insurance identification card. Current official authority checked September 29, 2026. ↗

  16. On an ordinary two-wheel motorcycle on a Hawaii highway, which helmet rule applies to an operator or passenger younger than 18?

Correct answer: A safety helmet must be worn and securely fastened with a chin strap.

HRS §286-81(e) covers both operators and passengers under 18. A windshield does not remove this helmet requirement. Wearing a properly fitted helmet remains sound safety practice for riders of every age.

Source: HRS §286-81(e); ordinary two-wheel scope excludes the separate three-wheel enclosure exception. Current official authority checked September 29, 2026. ↗

  17. An ordinary two-wheel motorcycle has no windscreen or windshield. What does Hawaii require of its operator and passenger on the highway?

Correct answer: Safety glasses, goggles or a face shield meeting the applicable requirements.

HRS §286-81(a) requires the specified eye protection for both people when the motorcycle lacks a windscreen or windshield. An open-face helmet alone does not supply that protection.

Source: HRS §286-81(a)(1)-(2): operator and passenger protective devices without a windscreen or windshield. Current official authority checked September 29, 2026. ↗

  18. A six-year-old can reach the passenger footrests and has a helmet. May a rider carry that child on an ordinary two-wheel motorcycle in Hawaii?

Correct answer: No; carrying a passenger under seven is prohibited on this motorcycle.

The ordinary two-wheel passenger minimum is seven years. Equipment and a short trip do not override it; the statute's separate enclosed electric three-wheel exception is outside this scenario.

Source: HRS §291-11(a)-(b): passenger under seven prohibited, with separate three-wheel conditions excluded. Current official authority checked September 29, 2026. ↗

  19. Your motorcycle has only a permanent single-person seat and is not designed to carry anyone else. May a friend ride behind you on an improvised cushion?

Correct answer: No; the motorcycle must be designed and properly seated for an additional person.

HRS §291C-152(a) permits an additional rider only when the motorcycle is designed for more than one person and has the required permanent seating. An improvised cushion does not satisfy that requirement.

Source: HRS §291C-152(a): permanent regular seat and design for carrying more than one person. Current official authority checked September 29, 2026. ↗

  20. A fully licensed rider's ordinary two-wheel motorcycle has a passenger seat but no passenger footrests. What must be addressed before carrying a passenger?

Correct answer: Install the required passenger footrests before carrying that person.

HRS §291C-155(a) requires footrests for a passenger who is not in a sidecar or enclosed cab. Having a passenger seat alone does not complete the required equipment.

Source: HRS §291C-155(a): passenger footrests; ordinary two-wheel rear-seat scenario. Current official authority checked September 29, 2026. ↗

  21. A passenger's position blocks part of your view and prevents you from fully operating the motorcycle. Does Hawaii allow you to continue if the passenger remains seated?

Correct answer: No; the passenger's position must not interfere with control or the operator's view.

HRS §291C-152(d) prohibits carrying a person in a position that interferes with motorcycle operation, control or the operator's view. Protective equipment does not cure that interference.

Source: HRS §291C-152(d): passenger position must not interfere with operation, control or view. Current official authority checked September 29, 2026. ↗

  22. You plan to carry a parcel under one arm, leaving you unable to keep both hands on the handlebars. What does Hawaii law require?

Correct answer: Do not operate the motorcycle with the parcel carried that way.

HRS §291C-152(c) prohibits carrying an article that prevents keeping both hands on the handlebars. Secure the load appropriately or arrange another way to carry it.

Source: HRS §291C-152(c): packages or articles preventing both hands on handlebars; ordinary two-wheel scope. Current official authority checked September 29, 2026. ↗

  23. A car driver wants to squeeze beside your motorcycle within your traffic lane. Which Hawaii rule applies?

Correct answer: Motorcycles are entitled to full use of a lane; a car may not deprive one of that space.

HRS §291C-153(a) protects the motorcycle's full use of its lane. The separate treatment of two motorcycles riding abreast does not give a car permission to crowd a motorcycle.

Source: HRS §291C-153(a): full lane use and the separate two-motorcycles-abreast provision. Current official authority checked September 29, 2026. ↗

  24. A car is moving slowly ahead. As an ordinary motorcycle rider in Hawaii, may you overtake it while remaining inside the same lane it occupies?

Correct answer: No; you must not overtake and pass within that occupied lane.

HRS §291C-153(b) prohibits an ordinary motorcycle operator from overtaking and passing in the lane occupied by the overtaken vehicle. Any pass must use a lawful route and safe opening.

Source: HRS §291C-153(b), (e): same-lane overtaking prohibition; police official-duty exception excluded. Current official authority checked September 29, 2026. ↗

  25. Three motorcycle riders propose riding side by side in one lane. What does Hawaii's numerical limit on riding abreast mean for that plan?

Correct answer: It is prohibited because motorcycles may not be operated more than two abreast in one lane.

HRS §291C-153(d) limits motorcycles to no more than two abreast. Separately, the rider manual recommends against pairing up because it reduces escape space; a legal maximum is not a safety recommendation.

Source: HRS §291C-153(d): no more than two abreast; safety distinction corroborated by Motorcycle Operator Manual printed page 39, physical PDF page 45. Current official authority checked September 29, 2026. ↗

  26. Measured above the part of the seat occupied by the operator, what handlebar height must a motorcycle not exceed in Hawaii?

    Correct answer: 15 inches.

HRS §291C-155(b) prohibits operation with handlebars more than 15 inches above that part of the seat. This is a seat-based measurement, not a measurement from the pavement.

Source: HRS §291C-155(b): handlebar height above the operator's occupied seat portion. Current official authority checked September 29, 2026. ↗

  27. A fully licensed rider operates an ordinary two-wheel motorcycle on a public highway one hour after sunset. What front lighting does Hawaii law require at minimum?

Correct answer: At least one properly mounted lighted headlight displaying white light.

HRS §291-25(b) requires the motorcycle's lighted white headlight during the statutory nighttime period. The rider manual additionally recommends keeping the headlight on for daytime visibility.

Source: HRS §291-25(a)-(b): statutory nighttime period and motorcycle front headlight; no sidecar in this scenario. Current official authority checked September 29, 2026. ↗

  28. Before operating a motorcycle or motor scooter in Hawaii, which current insurance obligation should the rider recognize?

Correct answer: Liability insurance is required.

Current HDOT motorcycle guidance states that liability insurance is required for motorcycles and scooters. Do not assume that a training certificate, careful riding or a passenger-free trip removes that obligation.

Source: HDOT Motorcycles, Motor Scooters and Mopeds General Information, General Information: liability insurance for motorcycles and scooters; updated September 1, 2026. Current official authority checked September 29, 2026. ↗
