  1. A Kansas non-excepted interstate driver’s required MEC has expired. Does a still-valid noncommercial driving privilege allow the driver to continue that commercial work?

Correct answer: No. Noncommercial validity does not preserve the medical qualification or commercial privilege.

KDOR distinguishes commercial downgrade from noncommercial validity. An expired required MEC can result in being placed out of service.

  2. A driver obtained a Class A CDL before February 7, 2022 and is simply renewing the same class without adding a covered endorsement. Does federal ELDT require initial Class A training solely for that renewal?

Correct answer: No. ELDT is not retroactive for the same credential obtained before the effective date.

The pre-effective-date exception protects the existing class or endorsement; it is not blanket permission to skip training for a later covered first endorsement or upgrade.

Source: Federal Motor Carrier Safety Administration, 49 CFR, 380.603(b), credential or endorsement obtained before February 7, 2022; 380.609(a)-(b), covered new applications; current official source reviewed September 29, 2026. ↗
