  1. A driver holds a valid Rhode Island CLP, but not a full CDL for the truck being used. All other learner and trip requirements are met. May the driver practice alone on a public road?

Correct answer: No. A properly licensed CDL holder must accompany and directly supervise the learner in the vehicle.

A CLP permits qualified supervised learning, not solo commercial driving. Rhode Island requires an accompanying CDL holder licensed for that vehicle; the federal rule requires the supervisor to be physically present and directly supervising. An empty truck, a following car or knowledge-test passes do not replace that requirement.

  2. During otherwise lawful Rhode Island CLP truck practice, the proposed supervisor holds a valid CDL but lacks an endorsement required for that truck. Does that CDL alone qualify the person to supervise?

Correct answer: No. The supervisor needs the proper CDL group, required endorsements and authority to operate that vehicle on that trip.

The accompanying driver must personally have the CDL group and endorsements needed for the CMV and be otherwise authorized for the trip. A valid but mismatched CDL does not meet that condition, and the learner cannot lend an endorsement to the supervisor.

  3. For otherwise lawful Rhode Island CLP practice in an ordinary truck—not a passenger vehicle—where must the qualified accompanying CDL holder be?

Correct answer: In the front seat next to the learner, keeping the learner under observation and direct supervision.

For this truck, the federal rule requires the qualified supervisor beside the learner in the front seat at all times, observing and directly supervising. A passenger vehicle has an express alternative: directly behind or in the first row behind the driver. That exception does not permit remote supervision.
