  1. A 15-year-old has completed driver education and wants a Delaware Level One Learner's Permit. What must still happen before meeting the minimum age requirement?

Correct answer: The applicant must turn 16.

The Level One permit begins at age 16. Completing driver education or having parental support does not lower that minimum.

  2. A 16-year-old is applying for a Level One permit after driver education. What evidence of that training does DMV require?

Correct answer: The appropriate certificate showing successful completion of an approved driver education course.

The applicant must present the Delaware Driver Education Certificate. An out-of-state course needs Department of Education approval; informal preparation is not a substitute.

Source: Delaware Driver Manual, July 2026; printed p. 28; PDF p. 28 — GDL: applicant eligibility — Driver Education Certificate ↗

  3. A teen has held a Level One permit for four months and wants to make a short daytime trip alone. What is allowed?

Correct answer: The trip still requires the qualified supervisor.

During the first six months of valid Level One authority, supervision is required whenever the permit holder drives. Trip length and daylight do not remove it.

  4. Which sponsor-approved licensed adult meets the age and experience requirements to supervise a Level One permit holder?

Correct answer: A 27-year-old who has held a Class D license for six years and sits beside the driver.

The supervisor must be at least 25 and have held a Class D license for at least five years. The supervisor must sit beside the permit holder in the front seat.

    Source: Delaware Driver Manual, July 2026; printed p. 29; PDF p. 29 — Level One Learner's Permit Restrictions, item 5 ↗

  5. Before the supervised first stage is completed, what driving practice must the sponsor certify?

Correct answer: 50 hours, including 10 hours at night.

Delaware requires certification of 50 hours of driving, including 10 nighttime hours, after the first six months of valid driving authority.

    Source: Delaware Driver Manual, July 2026; printed p. 29; PDF p. 29 — Level One Learner's Permit Restrictions, item 6(b) ↗

  6. A qualified Level One driver is in the second six months and plans a social outing with no nighttime exception. What is the ordinary unsupervised driving window?

    Correct answer: 6 a.m. to 10 p.m.

After the first six months, ordinary unsupervised driving is allowed from 6 a.m. to 10 p.m. The stated school, work and church travel exceptions do not turn a social outing into an exception.

    Source: Delaware Driver Manual, July 2026; printed p. 30; PDF p. 30 — Level One Learner's Permit Restrictions, item 7(a)–(b) ↗

  7. A Level One driver in the second six months is driving without a supervisor. How many other passengers may ordinarily ride?

    Correct answer: One.

Without the adult supervisor, only one other passenger may ride. The immediate-family exception depends on the adult supervisor being present.

    Source: Delaware Driver Manual, July 2026; printed p. 30; PDF p. 30 — Level One Learner's Permit Restrictions, item 7(c) ↗

  8. A Level One driver wants to carry several immediate-family members during the first year. Which condition is necessary for the family passenger exception?

Correct answer: The qualified adult supervisor must be in the car.

The restriction on additional passengers does not apply to immediate family while the adult supervisor is in the car. It is not a general unsupervised family exemption.

    Source: Delaware Driver Manual, July 2026; printed p. 29; PDF p. 29 — Level One Learner's Permit Restrictions, item 4 ↗

  9. A GDL driver wants to make a routine hands-free call while driving. What does Delaware require?

Correct answer: Do not make the call while operating the vehicle.

All phone and similar electronic-device use, including hands-free use, is prohibited for GDL drivers. This scenario is a routine call, not an emergency.

    Source: Delaware Driver Manual, July 2026; printed p. 81; PDF p. 81 — Cell Phone/Hand-Held Electronic Device Use — GDL note ↗

  10. The sponsor withdraws the endorsement for a 17-year-old's driving privileges. What does the driver need to understand?

Correct answer: The withdrawal cancels the driving privileges.

The sponsor can withdraw the endorsement until the minor turns 18, cancelling valid driving privileges. Possessing the physical credential does not preserve authority.

    Source: Delaware Driver Manual, July 2026; printed p. 28; PDF p. 28 — GDL applicant eligibility, item 4 — sponsor authority ↗

  11. A Level One permit holder has a suspension during the first year. Does that suspended time count toward the required 12 months of valid driving authority?

Correct answer: No; the suspended period does not count.

The required period excludes time during suspension, revocation, cancellation, denial or surrender. Calendar time alone does not complete the GDL program.

    Source: Delaware Driver Manual, July 2026; printed p. 30; PDF p. 30 — Eligibility for a Class D Operator's License — valid driving authority ↗

  12. A 30-year-old first-time driver has a Class D learner permit. Which person is an appropriate accompanying driver?

Correct answer: A 24-year-old licensed and qualified to operate the same class of vehicle.

Adult learners need an accompanying licensed driver qualified for the class of vehicle and at least 21 years old. A motorcycle-only permit or a driver in a different car does not provide the required supervision.

  13. An adult permit holder is preparing for a road exam. Which plan meets the ordinary arrival requirements?

Correct answer: Bring a safe, registered and insured test vehicle and an eligible licensed accompanying driver who remains on site.

The test vehicle needs valid registration and insurance and must pass the safety inspection. A driver without lawful solo authority needs the licensed escort, who must remain if the applicant cannot drive away legally.

Source: Delaware Driver Manual, July 2026; printed p. 42; PDF p. 42 — Road Test: required documents and test vehicle; p. 43, accompanying driver ↗

  14. A driver develops a medical condition that may interfere with safe vehicle control. What should the driver do?

Correct answer: Report the relevant change to DMV and follow any required medical evaluation.

The manual directs drivers to self-report health changes that may affect safe driving. DMV can require a favorable medical report; an unexpired credential does not establish continuing fitness.

Source: Delaware Driver Manual, July 2026; printed p. 43; PDF p. 43 — Medical Information and Reporting — Self-Reporting of Medical Conditions ↗

  15. After moving to a new Delaware address, when must a driver notify the driver-license and vehicle-registration sections?

    Correct answer: Within 30 days.

The manual requires notice to both sections within 30 days of a Delaware address change. Updating only an unrelated mailing service is not DMV notice.

    Source: Delaware Driver Manual, July 2026; printed p. 33; PDF p. 33 — Additional Information — Address Change ↗

  16. An adult with a valid out-of-state license becomes a Delaware resident. What is the ordinary deadline to apply for a Delaware license?

Correct answer: Within 60 days of becoming a resident.

The ordinary new-resident deadline is 60 days. A valid old license is part of the transfer process, not permission to defer it until expiration.

Source: Delaware Driver Manual, July 2026; printed p. 31; PDF p. 31 — Transfer of Licenses — Drivers From Other States ↗

  17. A license requires corrective lenses. The driver wants to go only to the nearest shop in daylight. What applies?

Correct answer: Wear the required glasses or contact lenses.

A corrective-lens restriction applies whenever driving. A short familiar daytime trip does not remove the requirement.

    Source: Delaware Driver Manual, July 2026; printed p. 134; PDF p. 134 — Vision — corrective-lens restriction ↗

  18. Before driving a car used by someone else, when should you adjust its seat and mirrors?

Correct answer: Before starting to drive.

Make the adjustments before moving so you can reach the controls and observe traffic without an avoidable distraction.

Source: Delaware Driver Manual, July 2026; printed p. 108; PDF p. 108 — Adjust Seat And Mirrors ↗

  19. The brake pedal feels abnormal and the brakes make an unusual grinding noise. What is the appropriate response?

Correct answer: Have a mechanic check the braking system before relying on the vehicle for normal travel.

Abnormal brake behavior, noise, odor or a pedal going to the floor calls for inspection. Normal engine operation says nothing about brake safety.

Source: Delaware Driver Manual, July 2026; printed p. 106; PDF p. 106 — Check The Vehicle — Braking system ↗

  20. You are checking tire pressure before a trip. Which method is appropriate?

Correct answer: Use a gauge while the tires are cold and follow the vehicle owner manual's pressure guidance.

A gauge detects pressure problems that appearance may miss. The manual recommends cold-tire checks and the vehicle owner manual for the correct pressure.

How old must I be for Delaware's Level One learner's permit?

Delaware's Level One permit generally serves applicants ages 16 and 17. It also covers eligible students ages 16 through 21 with an active Individualized Education Program. Applicants age 18 or older may choose DMV testing instead of the graduated-licensing program.

How does a Delaware teen qualify for a Level One permit?

A teen normally needs a Delaware Driver Education Certificate showing completion of an approved course. The application also requires a sponsor's signature, acceptable identity and residency documents, the license fee and an eye screening. Out-of-state driver education needs Delaware Department of Education approval.

What practice is required during Delaware's first six permit months?

During the first six months of a Level One permit, the teen must be supervised whenever driving. The sponsor must certify 50 driving hours, including 10 at night, and submit that certification to the Department of Education after those six months of valid driving authority.
