  1. An 18-year-old has only six months of licensed driving experience and wants an Idaho CDL issued now. Does reaching age 18 by itself satisfy Idaho’s age-and-experience requirements?

Correct answer: No. Idaho also requires at least one year of licensed driving experience to obtain a CDL.

Idaho sets a minimum age of 18 and separately requires one year of licensed driving experience. Meeting the age minimum does not replace the experience requirement or the remaining licensing qualifications.

  2. A 19-year-old Idaho CDL holder has a K restriction. An employer asks the driver to make a short commercial trip across the state line. What does that restriction mean for the assignment?

Correct answer: The driver may not accept the interstate driving assignment under the intrastate-only K restriction.

Idaho places the intrastate-only K restriction on CDL holders ages 18 through 20. A short trip, an Idaho employer, or an ordinary cargo load does not remove the restriction.

  3. An Idaho applicant obtains a new commercial learner’s permit. What validity period does ITD’s current CDL guide state for that permit?

    Correct answer: One year.

ITD’s current guide states that an Idaho CLP is valid for one year. Enrollment in training does not make a permit indefinite; the applicant must keep the permit valid while using it.

Source: Idaho Transportation Department, Step 4 - commercial learner permit validity; current official source reviewed September 29, 2026. ↗

  4. A new Idaho CLP holder completes the applicable training quickly and wants the CDL skills test after only seven days with the permit. What still prevents the test?

Correct answer: The CLP must have been held for at least 14 days before taking the CDL skills test.

Training completion does not eliminate the separate minimum CLP holding period. ITD’s guide and the federal CLP rule require at least 14 days before the CDL skills test.

  5. An Idaho CLP holder is practicing in a commercial truck, not a bus. Where must the qualified supervising driver be?

Correct answer: In the front seat beside the learner, holding the CDL class and endorsements needed for the vehicle and operation.

Truck practice requires direct supervision from the adjacent front seat by a properly qualified CDL holder. A following vehicle, remote contact, or an ordinary car license is not a substitute.

  6. An Idaho CDL holder in the non-excepted interstate category completes a medical examination. Under ITD’s current process, who submits the new medical certification electronically to FMCSA?

Correct answer: The medical provider; the driver cannot turn in the medical form to update the record through the old paper-submission process.

ITD states that after June 23, 2025 all medical certificates must be electronically submitted by the medical provider to FMCSA, and drivers cannot turn in medical forms. This current guidance supersedes the manual’s older applicant-submission instructions.

  7. An inactive Idaho CDL holder used the excepted-intrastate self-certification option and did not maintain a DOT medical certificate. Before returning to ordinary non-excepted interstate freight driving, what must the holder do?

Correct answer: Obtain a current DOT medical certificate and update the CDL self-certification to the appropriate actively working category.

ITD permits an inactive holder to use the described excepted-intrastate option, but it is not permission to resume non-excepted work. The current medical qualification and an updated self-certification are both required before returning to that work.

Source: Idaho Transportation Department, CDL Self-Certification Reporting - inactive CDL holder returning to non-excepted driving; current official source reviewed September 29, 2026. ↗

  8. An Idaho driver carries ordinary non-excepted freight from a rail terminal to its local destination as part of the cargo’s continuing trip from another state. All of the truck’s miles are within Idaho. How is this operation classified for CDL self-certification?

Correct answer: Non-excepted interstate, because this leg is part of the cargo’s continuing interstate trip.

Interstate commerce can include a wholly in-state truck movement when the cargo’s continuing trip begins or ends outside the state. The stated ordinary freight operation is non-excepted; a rail transfer or an in-state truck leg does not create an exception.

  9. A commercial combination has a gross combination weight rating of 33,000 pounds and a towed unit rated at 12,000 pounds. Which CDL group covers this combination?

Correct answer: Class A, because the combination reaches 26,001 pounds and the towed unit exceeds 10,000 pounds.

Group A covers combinations meeting the 26,001-pound combination threshold when the towed unit exceeds 10,000 pounds. Trailer rating and combination rating must both be considered.

  10. A small yellow-and-black school bus transports children to school in Idaho. It is designed for only 12 people including the driver. Does its capacity below 16 by itself remove Idaho’s CDL requirement for this school bus?

Correct answer: No. ITD includes a yellow-and-black school bus of any size used to transport children to school or school events.

ITD expressly includes this school-bus category regardless of size. Do not apply the ordinary 16-person passenger threshold as a blanket exemption for an Idaho school bus; this scenario is not a private family vehicle.

  11. An applicant is seeking a first Class A CDL and no ELDT exception applies. When must the required training from a registered provider be completed?

Correct answer: Before taking the Class A CDL skills test.

The federal ELDT rule requires covered first-time Class A applicants to complete the applicable training with a Training Provider Registry provider before the skills test. Passing the CLP knowledge test does not satisfy ELDT.

Source: Federal Motor Carrier Safety Administration, 49 CFR, 380.605, Entry-level driver training definition paragraph (1), and 380.609(a): first Class A or B CDL, registered-provider training before the skills test; current official source reviewed September 29, 2026. ↗

  12. A CDL holder is applying for a hazardous-materials endorsement for the first time and has no ELDT exception. At what point is the required registered-provider training needed?

Correct answer: Before taking the hazardous-materials endorsement knowledge test.

For a first H endorsement, ELDT must precede the hazardous-materials knowledge test. This timing differs from the skills-test trigger for covered Class A, Class B, passenger, and school-bus applicants.

Source: Federal Motor Carrier Safety Administration, 49 CFR, 380.605, Entry-level driver training definition paragraph (3), and 380.609(b): first hazardous-materials endorsement, registered-provider training before the knowledge test; current official source reviewed September 29, 2026. ↗

  13. A driver is qualifying to operate a school bus for which an Idaho CDL is required. Does the school-bus endorsement replace the passenger qualification?

Correct answer: No. The driver must qualify for the passenger endorsement as well as the school-bus endorsement.

ITD requires both P and S for school-bus operation. The passenger and school-bus qualifications serve different, complementary purposes; earning one does not replace the other.

Source: Idaho Transportation Department, Endorsements - S, school bus; passenger endorsement also required; current official source reviewed September 29, 2026. Cross-check: https://www.ecfr.gov/current/title-49/subtitle-B/chapter-III/subchapter-B/part-383/subpart-G/section-383.123, 49 CFR 383.123(a)(1)-(3). ↗

  14. A first-time hazardous-materials endorsement applicant passes the knowledge test. Is that result by itself enough to establish eligibility for the endorsement?

Correct answer: No. The applicant must also meet the applicable federal security requirement; passing a knowledge test does not establish security eligibility.

Hazardous-materials knowledge and security eligibility are separate requirements. Current federal law provides for the applicable TSA determination or the qualifying valid-TWIC alternative; an ordinary employer check or an intrastate route is not a substitute.

Source: Federal Motor Carrier Safety Administration, 49 CFR, 383.141(a)-(b), hazardous-materials security requirements, including the valid-TWIC alternative; current official source reviewed September 29, 2026. ↗

  15. A CLP holder is practicing with a fully qualified CDL driver. May the learner drive a vehicle transporting hazardous material that requires placarding?

Correct answer: No. A CLP does not authorize transporting placarded hazardous material, even with a qualified supervisor.

Federal CLP rules prohibit the permit holder from transporting hazardous materials requiring placards. Supervision, documents, and a wholly in-state trip do not lift the prohibition.

Source: Federal Motor Carrier Safety Administration, 49 CFR, 383.25(a)(5)-(6), permitted CLP endorsements and hazardous-materials prohibition; current official source reviewed September 29, 2026. ↗

  16. A driver has the correct CDL vehicle class, but the license carries an L restriction. May the driver operate that class of commercial vehicle when it has air brakes?

Correct answer: No. The L restriction prohibits operating an air-braked commercial motor vehicle.

Vehicle class does not remove equipment restrictions. L prohibits air-braked CMV operation until the required qualification and restriction-removal process is completed.

    Source: Idaho Transportation Department, Restrictions - L, air brakes; current official source reviewed September 29, 2026. Cross-check: https://www.ecfr.gov/current/title-49/subtitle-B/chapter-III/subchapter-B/part-383/subpart-F/section-383.95, 49 CFR 383.95(a). ↗

  17. A CLP holder has a tank endorsement and a qualified supervisor. May the learner practice on a public road with a tanker filled with ordinary nonhazardous water?

Correct answer: No. A tank-endorsed CLP permits only an empty tank vehicle; a nonhazardous load is still a load.

The CLP tank endorsement is restricted to an empty tank vehicle. A tank that previously contained hazardous material must also be purged of residue before a CLP holder may operate it.

Source: Federal Motor Carrier Safety Administration, 49 CFR, 383.25(a)(5)(iii), tank endorsement limitations on a CLP; current official source reviewed September 29, 2026. ↗

  18. An applicant takes the CDL skills test in a commercial vehicle with an automatic transmission. What equipment restriction normally results?

Correct answer: An E restriction prohibiting operation of a manual-transmission commercial motor vehicle.

Testing in an automatic-transmission CMV results in the E restriction. Transmission, air-brake, and intrastate restrictions address separate qualifications.

Source: Idaho Transportation Department, Step 9 - E restriction following a skills test in an automatic transmission; current official source reviewed September 29, 2026. Cross-check: https://www.ecfr.gov/current/title-49/subtitle-B/chapter-III/subchapter-B/part-383/subpart-F/section-383.95, 49 CFR 383.95(c). ↗

  19. An Idaho applicant passed the required knowledge tests more than a year ago but never obtained the CDL. Can those old passing results still be used without taking the written tests again?

Correct answer: No. ITD says the knowledge-test results are valid for one year; if the CDL is not obtained in that year, the written tests must be retaken.

ITD’s guide puts a one-year limit on the knowledge-test results when the applicant has not obtained the CDL. A retained receipt or a clean record does not extend those results.

Source: Idaho Transportation Department, Step 4 - knowledge test result validity and retesting if a CDL is not obtained; current official source reviewed September 29, 2026. ↗

  20. An Idaho applicant passes the CDL skills test and the examiner transmits the result. The applicant has not yet had the CDL issued. What licensing step remains?

Correct answer: Return to the county DMV to have the CDL issued; passing the test alone does not complete issuance.

ITD separates passing the skills test from issuance. After the examiner sends the results, the applicant must return to the county DMV to obtain the CDL and complete the issuance process.

Source: Idaho Transportation Department, Step 10 - return to county DMV after skills examiner transmits results; current official source reviewed September 29, 2026. ↗
