  1. A combination has a 30,000-pound GCWR and a trailer rated at 12,000 pounds. Which CDL group covers this combination?

    Correct answer: Group A.

Group A covers combinations rated at least 26,001 pounds when the towed vehicle is rated above 10,000 pounds. Endorsements do not replace the required vehicle group.

  2. A truck rated at 28,000 pounds tows a trailer rated at exactly 10,000 pounds. What is the minimum CDL group based on these ratings?

    Correct answer: Group B.

Group B includes a single vehicle rated at least 26,001 pounds towing a vehicle rated no more than 10,000 pounds. Exactly 10,000 is not above the Class A trailer threshold.

    Source: 49 CFR 383.91 (a)(1)–(2); official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  3. A two-axle straight truck has a 26,001-pound GVWR and tows nothing. Which CDL group applies?

    Correct answer: Group B.

A single vehicle at the 26,001-pound GVWR boundary belongs to Group B. A two-axle configuration does not remove that CDL classification.

    Source: 49 CFR 383.91 (a)(2); official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  4. A bus below the A and B weight thresholds is designed for 15 passengers plus the driver. Which CDL group is required?

Correct answer: Group C, with the required passenger endorsement.

For Group C passenger classification, the design capacity of 16 includes the driver. Passenger authorization is an endorsement in addition to the proper CDL group.

    Source: 49 CFR 383.91 (a)(3); official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  5. A small truck is below Group A and B weight limits but carries hazardous material that requires placards. Which CDL group applies?

Correct answer: Group C, with the applicable hazardous-material authorization.

A vehicle outside Groups A and B can still be a Group C CMV because of hazardous material as defined in section 383.5. Weight alone does not decide every CDL requirement.

    Source: 49 CFR 383.91 (a)(3); official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  6. A combination's ratings are below CDL weight thresholds, but its actual combined weight is 28,000 pounds and the towed unit actually weighs 11,000 pounds. Can the ratings alone show that no CDL is needed?

Correct answer: No; the federal CMV definition also considers actual weights.

For CDL applicability, the federal CMV definition uses rating or actual weight, whichever is greater, for the relevant combination and towed-unit thresholds. Lower ratings are not an exemption for this loaded combination.

  7. A driver passed a Class A vehicle test but has no passenger endorsement. Does that alone authorize driving a passenger CMV that requires that endorsement?

Correct answer: No; the required passenger endorsement is still needed.

A Class A qualification can cover lower vehicle groups, but section 383.91 still requires applicable endorsements. A heavier test vehicle does not grant passenger authorization by itself.

    Source: 49 CFR 383.91 (c)(1); official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  8. An applicant wants a Class A CDL but brings only a Group B straight truck for the skills test. What is the problem?

Correct answer: The vehicle does not represent the requested Group A.

The required skills test must use a representative vehicle for the group the applicant operates or expects to operate. A Group B vehicle does not demonstrate Group A qualification.

  9. A learner has a CLP but leaves the valid driver's license issued by the same jurisdiction at home. Is the CLP alone sufficient for public-road CMV practice?

Correct answer: No; the learner must also carry that valid driver's license.

A CLP is a separate document and must be accompanied by a valid driver's license issued by the same jurisdiction. The supervisor's license does not substitute for the learner's underlying license.

Source: 49 CFR 383.153 (b)(2)(i), underlying license accompanying the CLP; official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  10. Which accompanying driver meets the stated license and experience requirements for a Maryland learner practicing in a tank CMV?

Correct answer: An otherwise-qualified driver age 21+ with the required endorsements and three years in the same or higher CDL class.

Maryland requires the accompanying driver to be at least 21 and to have held the same or a higher CDL class for at least three years, with current medical qualification as applicable. The federal learner rule also requires the proper endorsements and direct in-vehicle supervision by a driver authorized for that trip. A tank CLP is limited to an empty tank, purged of hazardous-material residue when applicable.

  11. During lawful CLP practice in a passenger vehicle, where must the accompanying qualified CDL holder sit?

Correct answer: Directly behind or in the first row behind the driver.

Section 383.25 specifies a position directly behind or in the first row behind the driver for passenger vehicles. The supervisor must directly observe and supervise the learner, not follow in another vehicle.

    Source: 49 CFR 383.25 (a)(1); official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  12. A CLP holder with a P endorsement wants to take paying passengers on a bus practice trip. Is this allowed?

Correct answer: No; ordinary passengers are not permitted during CLP practice.

The CLP passenger and school-bus permissions exclude ordinary passengers. Limited exceptions include specified auditors, inspectors, examiners, other trainees and the accompanying qualified CDL holder.

    Source: 49 CFR 383.25 (a)(5)(i)–(ii); official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  13. A properly supervised learner with the appropriate CLP bus endorsement has another trainee aboard. Does the CLP passenger rule prohibit that trainee solely for being aboard?

Correct answer: No; other trainees are among the specified exceptions.

Other trainees are a listed exception to the CLP passenger restriction. That narrow exception does not authorize ordinary passengers, and the qualified accompanying CDL holder remains required.

    Source: 49 CFR 383.25 (a)(5)(i)–(ii); official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  14. A CLP holder with an N endorsement is offered an empty tank that previously carried hazardous material and has not been purged. May the learner operate it?

Correct answer: No; that tank must first be purged of hazardous-material residue.

The CLP N endorsement permits an empty tank, but a tank that previously contained hazardous material must be purged of residue. Draining the load is not automatically the same as purging.

    Source: 49 CFR 383.25 (a)(5)(iii); official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  15. A first-time CDL applicant finishes training six days after the initial CLP is issued. Can finishing early remove the federal CLP waiting period for the skills test?

Correct answer: No; the first 14 days after initial issuance remain ineligible.

A CLP holder is not eligible for the CDL skills test during the first 14 days after initial CLP issuance. Finishing training does not eliminate that separate requirement.

    Source: 49 CFR 383.25 (e); official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  16. Can a state keep renewing the same CLP indefinitely without another general and applicable endorsement knowledge test?

Correct answer: No; the federal combined validity limit is one year.

Federal rules permit shorter initial CLP terms and renewals, but the total period without retaking the required knowledge tests cannot exceed one year. This does not promise a particular Maryland permit term.

    Source: 49 CFR 383.25 (c); official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗
