  1. A new resident brings a temporary CDL issued by another state and asks Maryland to convert that temporary credential. What does the MVA’s specific temporary-CDL policy say?

Correct answer: It cannot be converted or transferred into a Maryland CDL.

The MVA distinguishes an out-of-state temporary CDL from an ordinary valid CDL transfer. Its temporary-CDL policy does not allow conversion or transfer and directs the applicant through the Maryland learner-permit and skills-testing process. This answer is not a blanket claim that all out-of-state CDLs are nontransferable.

  2. A driver transfers an out-of-state CDL to Maryland and wants to retain H/X hazardous-material authority. Which additional requirements does the MVA list?

Correct answer: A Hazmat knowledge test and a new background check.

The MVA’s transfer guidance requires the Hazmat knowledge test and a new background check to transfer H/X, along with current medical certification, self-certification and other Maryland requirements. Existing H/X on another state’s license is not an exemption from this process.

  3. Which statement matches Maryland’s published CDL test-language policy?

Correct answer: Knowledge tests are available in English or Spanish; skills tests are English only, and language interpreters may not assist either test.

The MVA distinguishes the two test types: CDL knowledge tests can be taken in English or Spanish, while CDL skills tests are in English. Its policy does not allow language interpreters for either. This language rule is not a statement that disability accommodations are unavailable.

Source: Maryland MVA, CDL Skills Test, Can an interpreter assist me during the CDL skills test?; reviewed September 15, 2026. ↗

  4. A Maryland CDL holder wants to maintain the S school-bus endorsement. Can the driver simply apply the ordinary maximum two-year medical interval to that endorsement?

Correct answer: No; Maryland requires a new Medical Examiner’s Certificate annually to maintain S.

The MVA specifically requires an annual Medical Examiner’s Certificate to maintain the school-bus endorsement. A general two-year maximum is not the school-bus rule, and a shorter individual medical certification must still be respected. A vehicle inspection is a different requirement.

Source: Maryland MVA, CDL Medical Certification Requirements, How often do I need a medical exam? — annual S endorsement requirement; reviewed September 15, 2026. ↗

  5. A Maryland driver renews the same CDL class without adding an endorsement. Does the federal licensing rule still require a Drug and Alcohol Clearinghouse query?

Correct answer: Yes; the query is required before CDL renewal.

Since November 18, 2024, section 383.73(d)(9) requires the state to query the Clearinghouse before renewing a CDL. Keeping the same class does not exempt a Maryland renewal. Prohibited status prevents renewal and triggers the applicable state downgrade procedures.

  6. A Maryland applicant passes the required driving tests, but the Clearinghouse query reports prohibited status. May the state issue the initial CDL on the strength of the test scores?

Correct answer: No; the federal issuance rule prohibits issuing the CDL while that status applies.

Section 383.73(b)(10) bars initial CDL issuance when the Clearinghouse response identifies the applicant as prohibited under section 382.501(a). Passing driving tests does not complete the return-to-duty process or cancel the prohibition.

Source: 49 CFR 383.73 (b)(10), initial CDL issuance and Clearinghouse prohibition; official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  7. A Maryland truck stays within Maryland while completing a local leg of a shipment that originated outside the state. Must this be intrastate commerce just because that truck crosses no state line?

Correct answer: No; an in-state leg can be part of a movement originating or ending outside the state.

The federal definition includes transportation between two places in one state when it is part of a movement originating or terminating outside the state or the United States. The truck’s short route alone does not determine the commerce category.

Source: 49 CFR 390.5 Interstate commerce definition (3); official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  8. A Maryland CLP holder has a K intrastate-only restriction and finds a skills-test appointment in a neighboring state. Does Maryland’s general acceptance of out-of-state test results make that option valid?

Correct answer: No; Maryland excludes K-restricted applicants from that out-of-state testing option.

The MVA says K-restricted applicants may not drive out of state and that their out-of-state skills tests will not be accepted. The option available to other properly authorized Maryland permit holders does not remove this restriction.

Source: Maryland MVA, Get or Renew a CDL, Use another state’s CDL skills test for a Maryland CDL — K restriction exception; reviewed September 15, 2026. ↗

  9. Under the federal CLP rule followed in Maryland, which endorsement group may appear on a commercial learner’s permit, subject to learner operating limits?

Correct answer: Passenger, school bus and tank: P, S and N.

Section 383.25(a)(5) allows P, S and N on a CLP and prohibits the other federal endorsements. Passenger and tank learner restrictions still apply. In particular, a CLP is not authority to transport hazardous materials or ordinary passengers.

Source: 49 CFR 383.25 (a)(5)–(6), CLP endorsements and operating limits; official eCFR XML dated September 11, 2026; reviewed September 15, 2026. ↗

  10. A Maryland applicant’s CLP expires before the applicant passes all required skills-test stages. What does the MVA require?

Correct answer: Apply for a new permit, pass the knowledge tests and pay the required fees.

The MVA does not allow an expired CLP to support completion of the skills test. Its published procedure requires a new permit application, knowledge tests and fees. Booking a test or completing some preparation does not extend the document’s expiration.

Source: Maryland MVA, CDL Skills Test, My commercial learner’s permit has expired. Can I still take the CDL skills test?; reviewed September 15, 2026. ↗

  11. A driver transfers a CDL with an S endorsement to Maryland. Which knowledge tests does the MVA list for transferring the school-bus endorsement?

Correct answer: Both Passenger and School Bus.

The MVA’s transfer guidance requires both Passenger and School Bus knowledge tests for the S endorsement. The applicant must also meet current medical, self-certification and other Maryland licensing requirements; transferring the base CDL does not waive those endorsement tests.

Source: Maryland MVA, CDL Medical Certification Requirements, What if I move to Maryland from another state? — S endorsement transfer; reviewed September 15, 2026. ↗

  12. A Maryland CDL holder has current medical certification recorded electronically and a required medical waiver. Does the paper-Med-Cert carrying change also remove the waiver-document carrying requirement?

Correct answer: No; the required waiver or exemption document must still be carried while on duty.

The MVA no longer generally requires CDL holders to carry the paper Medical Examiner’s Certificate from June 23, 2025, but expressly retains the duty to carry a required waiver or exemption document. The electronic process does not remove medical qualification or the conditions of a variance.

Source: Maryland MVA, CDL Medical Certification Requirements, Do I need to carry my medical certification with me as a CDL-holder?; reviewed September 15, 2026. ↗

  13. A driver qualifies for a Maryland MVA intrastate medical waiver. Does that waiver allow the driver to retain Passenger, School Bus or HAZMAT endorsements?

Correct answer: No; Maryland’s intrastate waiver does not authorize those endorsements.

The MVA’s intrastate waiver restricts CMV operation to Maryland and does not authorize Passenger, School Bus or HAZMAT endorsements. Follow the individual waiver’s terms and carry it as required. This state waiver is not the same as a federal interstate exemption.

Source: Maryland MVA, CDL Medical Certification Requirements, Maryland MVA (Intrastate) Waiver — operating and endorsement restrictions; reviewed September 15, 2026. ↗

  14. An applicant supplies a vehicle placarded for hazardous materials for a Maryland CDL skills test. May the vehicle be used just because it is the correct CDL class?

Correct answer: No; MVA does not allow a placarded hazardous-material vehicle for the skills test.

Maryland requires a safe, representative test vehicle and specifically prohibits vehicles placarded for hazardous materials. Correct vehicle class and a supervisor’s endorsements do not remove that test-vehicle limit. Registration, insurance and other listed test requirements also apply.

Source: Maryland MVA, CDL Skills Test, Get ready to test — Your test vehicle; reviewed September 15, 2026. ↗

  15. After a Maryland applicant passes the skills test and completes the required eligibility and document checks, what does the MVA provide while the CDL is being mailed?

Correct answer: An interim license document to carry until the mailed CDL arrives.

The MVA’s application guide says the successful applicant receives an interim license document to carry while the CDL is mailed. A practice score or driving-school receipt is not that document, and passing skills does not remove remaining eligibility and document checks.

  16. As checked September 15, 2026, what does Maryland MVA’s notice say about nondomiciled CLP and CDL transactions?

Correct answer: The listed issuance, transfer, update, replacement, duplicate and renewal transactions are paused until further notice.

The MVA notice, effective September 29, 2025 and still displayed on the review date, pauses these nondomiciled commercial-driver transactions until further notice. This is a dated administrative notice, not a permanent eligibility rule or a statement that every CDL transaction is paused. Check the current MVA notice before applying.
