Work Zone Signs
Work-zone warnings distinguish the work area, the people working there and a person directing traffic. ROAD WORK is a general advance message. The shovel symbol warns of workers, while a flag-holding figure tells you to expect a flagger. Prepare for queues and read subsequent signs that describe the actual travel path. The orange background does not itself give a speed, establish priority or tell you to pass a waiting vehicle. Use the specific message to prepare, then follow the actual controls through the site without inventing an exception because the road appears quiet.

Read the message before choosing the response
Treat ROAD WORK as the start of the message
ROAD WORK announces construction, maintenance or related restrictions ahead. It does not describe the whole travel path through the site. Later signs may explain a lane shift, closure or traffic direction, so keep reading the sequence instead of making a lane choice from the first orange panel alone. Traffic can slow before the work becomes visible. Maintain room to respond to that queue and read any words beneath ROAD WORK. An AHEAD message and a stated distance convey different information; the pictured example does not establish the distance for every work zone.
Tell workers apart from active traffic direction
The worker-with-shovel symbol draws attention to people working in or near the road. The task may involve equipment, paving or maintenance rather than the exact digging pose. A figure holding a flag tells you to expect a person controlling traffic. That difference matters: watch for workers near the travel space, but prepare to receive directions when approaching a flagger. The warning itself is not the place to stop. Look for the actual person and any waiting traffic rather than treating the two figures as interchangeable pictures.
Follow the temporary path through the site
Work can change the usable path from the normal lane arrangement. Keep a stable course, adequate following room and attention to the lane edge as the situation develops. Reduce speed as conditions require and read subsequent controls before moving. The orange background alone does not supply a speed, establish priority or give permission to pass a waiting vehicle. An apparently quiet site is not a reason to invent an exception. Use the linked guides to compare the general work message, the shovel and the flag before returning to the sign test.
